What it means
What does the 100 km/h speed limit sign mean in NSW?
The 100 in a red ring belongs to highways, motorways and country roads, and 100 km/h is also the default outside built-up areas when no sign is posted. Not everyone may use the full number. If you hold a learner licence or a red P1 licence, your ceiling is 90 km/h however high the sign reads. Green P2 drivers may go up to 100, which makes this sign their limit too.
What to do
1
On L or red P plates, cruise at 90 or less.
2
Keep left and let faster traffic pass rather than speeding up.
3
Leave a bigger gap, because stopping from highway speed takes a long way.

Right. Not quite. The answer is B.
The number in the red circle is the most you may drive until another sign changes it. Learner and P1 drivers must still keep to 90 km/h or less.
