Regulatory sign · Speed
60 km/h is the highest speed you may drive past this sign.
What it means
Busy suburban main roads, the kind with several lanes, traffic lights and shops set back from the kerb, are usually signed 60. The white disc with its red ring and black 60 is a maximum, not a suggested pace. In heavy rain, glare or thick traffic the safe speed sits below the number, and you are expected to drive to the conditions as well as the sign.
Hold 60 or less from the sign until the next limit sign.
Drop well under it in rain, fog or heavy traffic.
Watch for lower limits at shopping strips and school zones along the way.

Right. Not quite. The answer is B.
Where people can step out between parked cars you need extra time to react, so slow down even though the limit allows more.
