If someone steps off a refuge into your path, slow down and give way to them.

What it means
A pedestrian steps off the refuge into your lane: what is the rule?
A pale island sits in the middle of a two-way road, and a person on foot is stepping off it into the lower lane, a white arrow showing their way. The plate-yellow car is coming along that lane from the right, its yellow arrow pointing towards the gap. A refuge gives people a place to wait halfway, not a crossing with priority, but anyone in front of you still has to be avoided.
What to do
1
Treat anyone waiting on a refuge as someone who may step out.
2
Ease off as you approach so you can stop if they move.
3
Give way the moment there is a chance of hitting them.
