You may make a U-turn here, as long as it is safe.
What it means
A black arrow runs up the right side of our white plate, loops over the top and comes back down on the left, finishing in an arrowhead. Below it are the words U TURN and PERMITTED. At an intersection with traffic lights a U-turn is banned unless a sign like this one allows it. Where it stands, you may turn, provided you can do so without endangering anyone.
Check that the sign stands on your side of the intersection.
Signal, then wait for oncoming traffic and pedestrians to clear.
Turn only when nobody has to brake or swerve for you.
